Crisis Response

The primary objective of this project was to reduce human, social, economic and environmental losses that resulted from natural disasters across coastal and urban areas of Myanmar. This was interwoven with a secondary objective to increase resilience of institutional authorities and unguarded communities in such vulnerable areas. The baseline survey that was carried out in this regard validated the project logical framework indicators and targets, while also providing a global overview of the prevalent situation of the institutional and physical environment of the project. The baseline status of the project indicators were measured to provide a basis for comparison and impact assessment on completion of the project.

The ICBDRM project involved the realization of the external final evaluation of the project to provide a global overview of impact, especially concerning the project quality and to provide recommendations for a possible follow-up project. The primary activities carried out within this scope included the assessment of the quality of the project, provision of a clear view on the project’s achievements and evaluation of the coordination mechanisms used.

HEKS/EPER is a Swiss NGO supporting Palestinian refugees in Lebanon since 2013 through local implementing agencies to support Palestinian Refugees from Syria (PRS) in Shatila and and Burj El Barajneh Camps. In 2017, HEKS/EPER contracted Agency RED to identify livelihood opportunities for the refugees. RED focus has for mission to identify possible livelihood interventions for PRS and hosting communities that might lead to employment, self-employment opportunities and income generating activities to mitigate poverty among refugees and host community and reduce their dependency on external aid and to assess partner organizations, community associations, cooperatives and other types of structures that have the capacity to implement part of the livelihood and resilience projects.

In April 2017, Expertise France requested the services of a waste management expert to carry out a mission to identify the needs of MINUSCA in Bangui, Central African Republic (CAR), in terms of waste management. MINUSCA is the international peacekeeping force which has been deployed to the CAR following the unrest that has developed in the country in recent years. The mission of the expert was to conduct a study of the needs of MINUSCA in terms of waste management, and on the basis of this study, to propose recommendations and a priority action plan to meet the identified needs. The mission resulted in the elaboration of concrete recommendations for the optimization of waste management by MINUSCA, which will enable MINUSCA to guard against the hygienic and reputational consequences of inadequate management in this field. The study also highlighted the waste management challenges that exist in the city of Bangui.

Building on the success and lessons learnt from the previous DIPECHO cycles, the project action aimed at strengthening capacities and systems at the institutional and community levels in Myanmar. The action had resilience building at its core since all activities were ultimately oriented towards building the awareness, knowledge, skills and capacity of institutions and communities vulnerable to disaster risk. Agency RED conducted a field mission in Myanmar, supported the consortium in developing a DRR project and drafted the corresponding proposal for HIP 2018.

Following the expulsion of the Islamic State (IS) from major areas of Iraq in 2017, HEKS/EPER decided to further assess needs to support returnees in the Ninewa province (Sinjar) and identify potential intervention for returnees in Diyala province (Jalawla) and Salah Al Din Province (Tuz). In order to further develop its intervention strategy and geographical presence, HEKS/EPER requested the support of Agency RED to assist it in its work, assessing the needs in terms of livelihood in urban and rural areas and suggesting locations and approaches where the organisation could become active in 2018 and beyond.
